It keeps your gun from being reached bay anyone but you since they would have to get through your arms to get to the gun. Some cops are instructed to keep their hand on their gun to prevent someone from grabbing it. His hand is in a position to keep it holstered, not to draw it. He also could just be resting his hand, several of my friends who have concealed carry often rest their hands on their gun. Granted they should be aware this can come off as intimidating.
