1. So out of 400 Starfleet personnel and 600 civilians only 1 civilian and 3 of the top 6 people on the ship are affected. 2. "Yes......cold" They were clearly paying that extra per word spoken and didn't want to pay her at all.

Well, if you were to abduct someone, would you choose some random dude, or personnel that actually does something? And I would abduct someone as a control group that does nothing.
