If you are certain you don't want to accept, then I would recommend declining the offer, using whatever method they ask you to use (or email them to find out how to decline, if they don't say)! That way, they will be able to offer the place to someone else who may be waiting to hear. If you aren't sure yet, then you don't need to rush into a decision, but I think it is more courteous (once you have decided) to let them know if you are choosing to decline, rather than just waiting for the deadline pass.
