Maybe, but that has no bearing on how strong he is in a fighting game. Appule and other "basic" Frieza soldiers are made to be basically "faceless mooks" with simple power sets and lackluster stat blocks. The same for saibamen, when THEY get included. Hell, even the Ginyu Force (minus Ginyu himself) tend to get the shaft. But Raditz has a few things going for him which ends up with the games giving him an edge: 1. He is the first DBZ villain. 2. He uses a fair number of named attacks 3. He's Saiyan. 4. He's Goku's brother 5. He is directly involved in Goku's first death. 6. He is easily recognizable/unique in design Because of all those factors, he has a lot of things going for him, because, as a character... He's more important. His moveset is more well-rounded, for one, with more "signature attacks" which... DBZ games tend to treat with a bit more weight than generic "blaster barrage"-style "signature attacks." And for a fighting game? Your moveset is EVERYTHING.

Yeah if i remember correctly Raditz was 1.500 and appule (based on other recorded PVL's of other frieza soldiers) was probably 2.000 to 2.500
