We already know how Imagine Breaker was made and what it actually is and saying Imagine Breaker is a seal is stupid when the things inside Touma's arm have burst out, in New Testament Touma again lost his arm so Aleister told Misaki to use her powers on Touma and make his brain and body think that Touma still has his arm and boom whatever was coming out stopped. Imagine Breaker wasn't present yet the thing inside stopped when Touma's brain was tricked into thinking his arm is still intact by Misaki, and he also almost used the thing in New Testament Volume 13.
