Confused about how the new health care reform law really works? This short, animated movie -- featuring the "YouToons" -- explains the problems with the current health care system, the changes that are happening now, and the big changes coming in 2014. Written and produced by the Kaiser Family Foundation. Narrated by Cokie Roberts, a news commentator for ABC News and NPR and a member of Kaiser's Board of Trustees. So I went over to market place checked my options. They want me to pay $150/mon and $6000 deductible/year before my insurance would even pay a single dollar. How the Hell does this thing make any sense to anyone??? In other words unless I pay $300/month for Top insurance plans I can't see a doctor.

I have employer based insurance, so I can't use the exchange, that said- we pay 298 a month with a 2700 deductible.

Well, you've got me there, I've never heard of it. I have actually helped design dozens of power plants and water treatment plants over the years, and they haven't heard of free utilities either. I wouldn't expect any of that to be free anywhere, because the infrastructure and maintenance required to generate power and treat water is staggeringly expensive. Do you have any resources where I could read about this? What other "Technologies" are you referring to? Who is "They?"

If your referring "this" to Health Care Reform it will only make your problem worse because tax rate will increase plus the quality of health care will go down.

Not getting a lot of real information. My state doesn't seem to have the exchange set up. Also, I work at home and don't make very much at all. Will Medicaid cover me? I saw an information video a while ago that said low income people won't have to pay. I'm not a bum, I just can't find a real job. I'm at home typing right now for a few bucks and living in a sleeping room in a small college town.

@aggiealdo1 It'd be much more scientific to assess someone's physical condition by a full health screening that shows blood lipid profile, body fat measured by calipers, VO2 Max test, among other things. BMI is an easy tool to use, but isn't always a great one to use b/c by it's definitions a male bodybuilder is obese.

As much as this video may be biased, I do think it is a relatively good start for learning about the health care reform law. Now, to assume the intentions of the law and its actual impact are the same I believe is naive. However, I wish that the health care debate was more about what is actually best for Americans and not about our political beliefs. Do your homework, and formulate an opinion based on actual facts, not what your party tells you to believe. Republican or Democrat. They all lie.

This is an excellent video. Non-partisan, informative, and enjoyable to watch. I learned more in the 10 minutes I spent watching this than I have in the last 18 months listening to the partisan pundits on TV "telling" me what's in the new law. Great job, Kaiser!

Thats EXACTLY it! their side had Paul Ryan/Mitt Romney "Voucher Plan" which would 1 only make companies boost their prices to maintain their profits and making those vouchers USELESS. And it would cost the SAME amount of money as Obamacare would. 1 trillion dollars over 10 YEARS is super cheap compared to the crazy amount of money that America pays for health insurance EVERY YEAR.

As it stands right now politically we still only have two choices. Democrat vs Republican. I'm just saying the only other option on this issue was THAT. I'll gladly take my chances. Give it 2 years. Obama will be out and we shall review.

America isn't Europe people, remember who we are. We were a small group of people who left a large oppressive govnt, then when they came to take this country we fought their well established military with farmers and villagers. We ran the monarchy out of our country and gave them the finger. That's a historical fairytale. We do things our own way and we are fighters. We rose to super power status, leading the world......not trying to be like anyone else. Think about that before you suggest we be more like others.

Just signed up. I have a better policy (no deductible) and I'm paying $70.00 less per month with the very same insurance company I was using previously. I guess they are forced to compete now. This is WITHOUT any subsidy.

You say you reap these types of benefits for "free" - So you're telling me that the doctors in in the UK pay money to go to medical school so they can work for free merely to help sick / injured people? If this is truly the case, there are only two options here - 1.) You pay an outrageous amount of annual taxes, which are used to fund this so-called "free" care. 2.) You are lying. Which one is it?

"no one is bargaining on our behalf" well the idea is we elect the politicians-they argue on our behalf...of course the problem with political parties is too often they pull the party line rather than what the people want. "This is unfortunately not true" not in USA (a private system) but it is in the rest of the 1st world (all public systems).

Sheep? In some eastern countries, Switzerland for example, being a sheep has a sweet connotation. It's a sense of family. Sheep is what people of the Church are referred to as a lot, as well. We're all animals, why not jump a species? Obama Care hasn't lead to millions of deaths by gas, inhumanity. Or at least, not yet. Anything is possible, but the likelihood is in question. While I know this topic is controversial, I don't see how anyone can NOT see that there is a problem with our current for-profit health care system. Health care should be a public good, if not a basic right in which society should strive to provide for all of it's citizens. A person's assets or 'class' should not determine their level of care - no one is more deserving of it than another. It is sad that greed has ruined healthcare in America. Bottom line: it needs to be fixed.

As a non American I just find this way to complicated , Here in the UK we have a simple system. You pay your taxes , everyone gets free healthcare , and private corporations are open to those who want unneeded treatment like breast implants or a slightly increased level of care , although the NHS does a wonderful job as it is. Whenever I hear an American talk about healthcare and their stupid tax dollars , I want to just punch them in the face. Healthcare is a right , for everyone.

The exchanges don't kick in until January 2014. If you're under 26 you can be covered under your parents' insurance, with a few stipulations. If you're below 133% of the federal poverty line you should be covered under the medicaid expansion starting January 2014. Check the exchanges when they come online.

Yes, things for profit can be beneficial and competition creates lower prices for the consumer - I agree with that absolutely and I did not intend to imply that private sectors are "evil." However, in my opinion, while there are certain industries that thrive well in that, there are also others that I don't think should be for profit (e.g. healthcare, education, prisons).

@thereinliestherib It is a common stereotype that the US is full of obese unhealthy people , and I know it is true to a degree , but in Scotland we have the worst health in Europe and we still manage to have it OK. It will save more to have universal healthcare and maybe put out a healthy lifestyle gov't compaign that what the US has now.

"forced to buy...cover things they don't need" if youre getting what YOU need AND youre paying less, why would that matter? Who cares? Under a public system you'd pay for any and all needed care, no matter who it is that needs it...that's the way a pool works, it covers everyone. Define "good investments" sir! Dont we need healthy workers?..these companies find ways to keep from paying for care people NEED, to keep up profits...whats the role of healthcare, to make profit or heal the sick?

The thing is everyone is being forced to buy plans that cover things they don't need--Like elderly men paying for birth control. Why? Well at the end of the year The administration is going to look over the payouts made and collect any excess earnings the insurance companies in the exchanges make.This is where the money magically vanishes. Insurance companies used to make good investments in hopes to expand earnings.Now they will make 'bad investments'(waste/fraud) to avoid paying back anything.

I guess we'll see, starting next year...if the costs end up higher (but i dont see how it could happen, if the pool is larger) then we can all be sure it'll be very unpopular (and it will be dropped like a bag of dirt, sooner rather than later)...but i imagine it will be like when Medicaid/Medicare were brought in, the people were skeptical at 1st but now those programs are very popular.

I can't understand why there are some people don't want having a healthcare. I mean: Nobody have to be sick because he/she can't go to a doctor. Nobody have to die because he can't pay the bill for medicine. I don't understand why this healthcare and freedom don't fits together In my opinion freedom means you can have a job like you like, go, where ever you want AND go to a doctor, when you would like to go This rule just don't helps rich people getting more rich and making pore people more pore

So far this law is expected to cost the US at least $1 trillion, and if you go to healthcare.gov, you will see that they won't tell you the prices very easily. Instead they will not give you an estimate even close to what you really will be spending. Furthermore, people who can't afford it will still not be able to afford it, and premiums for people who do have healthcare are going up, meaning more people will not be able to afford it.

if costs were high due to insurance, why bother with it at all. Could Obama/dems have some vested interest in insurance *cough*? I've also read that hospitals raise prices for uninsured patients because of how little the make on the insured ones. Insurance companies have always used their clout to pay as little as they can negotiate, while no one has been negotiating for the uninsured. THAT is what should be done.

"it completely failed" i dont know how you could possibly say that, considering most of the act doesnt start til 2014. "that is where my biggest problem with this plan is" 100% agree. "They should attack costs" costs are high because of insurance profits and care to the uncovered (hospitals raise prices to compensate this 'free' care, which raises premiums)...Obamacare will greatly reduce said 'free care' at least, but there's still the insurance profits.

If it was about making care affordable it completely failed. I think we are actually in very much agreement about using health insurance as the medium to provide affordable health care, and that is where my biggest problem with this plan is. We are now paying insurance companies (dem estimate) 90% more than before(less affordable), getting higher deductibles (less affordable) and paying higher copays (less affordable). They should attack costs(the issue), not force us all to pay more.

"The IRS(+) decides if they stay in 'charity' status" so what? That's the way it should be for ANY charitable organization! If they dont keep tabs, companies will just take advantage by claiming they're charities to get a tax break.

You are obviously not reading the document, as it is not just a paper they have to fill out once every 3 years. They have to prove that they are on board with this agenda by continually providing a list of the uninsured patients they are treating directly to the IRS. The IRS(+) decides if they stay in 'charity' status apparently based on how many people they can incriminate for them. Their are other loopholes hospitals can use to avoid this, but who knows for how long. It is messed up man.

yes, actually it is from reform, as mentioned in this video (and you have too many 0s). This clunker Cadillac of health insurance we are being burdened with, where people with ~20k annual income (family of 4) get ~8k in subsidies. kind estimates @20% of 300mil x2k = $120 billion annual cost! just for subsidies for 20% of the population! And they have only planned 124 billion for the whole next 10 years... new estimates suggest this whole thing will run at 6.4 trillion dollar loss (10 years).

But, maybe you are of the ideology that truth is biased, which I would have to agree with you there. You are probably not interested in truth in general, since cite the source as the flaw, and not the content. that is great for you if you do that by choice. Do you currently donate to hospitals who provide free healthcare to uninsured citizens who cant afford it? ACA is going to start fining those hospitals as much as 50,000$ for treating uninsured patients. Does that sound like what you wanted? People who couldn't afford healthcare could get on medicaid right? So technically all this does is force everyone to buy overpriced health insurance, otherwise pay an accelerating penalty. Not progress.

For a foreigner like me its really hard to understand the American health care system.I'm from Europe (Portugal) and if i need to get any treatment i just have to go to my family doctor and if needed he will refer me to an specialist or even a possible operation.And all that will be practically free of charge.If the US have billions to spend in wars around the world then i would think it has billions to spend on its own people health care right?

Nothing will cause insurance rates to go lower,regardless of what this video implies through experimental programs to determine effective and cost effective. If you have insurance now and they are forced to insure, say 100k people with heath issues, your costs will go up. Think of it this way. I go to the hospital 2 times a year and every 2-3 years I get a bug and have an additional visit. The 450lb guy with Diabetes and heart issues is covered for the same rate as me and he goes in 5-10X/Yr

Since the corporate mandate was pushed one year down the line, many employers are opting to drop contributory health plans and sending us to the exchange. The individual is still mandated. There, the trick is that exchange policies will make you pay much more in the back end via the addition of high deductibles on procedures that were standard in the old HMO/PPOs as well as new restrictions. If you go to an ER and you are not admitted then you eat the bill minus $50-$75 avg bill is $400+

Among OECD countries only Mexico, Chile and Turkey had lower taxes than the United States as a percentage of GDP. In many European countries taxes exceeded 40 percent of GDP, but those countries generally provide much more extensive government services to their citizens than the United States does. -taxpolicycenter Most European countries have far higher tax rates and which Canadians go to the USA for healthcare? Please tell me, because as far as I know average Canadians prefer their system.

That's why if any politician even dared to privatize the British National Health Service they would be committing electoral suicide, because the system is just so awful. Also the British healthcare service costs each person £2000 (thats $3000 'Murican money) so it's not "half each persons income" either. The fact of the matter is that every country with a nationalized healthcare service refuses to privatize it, America is the ONLY developed country WITHOUT universal healthcare.

you talk about how much health care costs... but forget to mention that if you're country is broke and 17 trillion in debt. you can't just decide to destroy small business, with a wafty dream that will kill your economy. it is a great idea.. but not the right time, try it on a surplus. I don't know why that is so hard for people to see that. once there is no money going around.. there is no health care. for anybody.

We weren't $16 trillion in debt 6 years ago. Should have the Bush administration done a better job of dealing with the debt? Absolutely. But we weren't as bad off then as we are now. Plus, how does this really help the American people? You aren't increasing the amount of healthcare providers, which makes it a zero sum game. Without more doctors, nurses, etc, we just shift who gets healthcare and who pays the bills. Until the amount of providers increases, we can't supply the new demand.

Nice little propaganda piece. Naming that figure as the cost during the "first ten years" is the tell that this is a snow job... since only 1% of the bill is paid in the first four of those ten. If you start the clock in 2014, when this trainwreck *really* starts (for those who didn't get a congressional or ObamaBuddy exemption)... well, the price tag doesn't look anywhere near as sweet. Come next June, when ppl have seen the real effects, I'll be watching the show w/ a bowl of popcorn :)

I don't get what you're saying because you are ignorant about the debt ceiling, ACA, how congress works, and how the federal budget is spent especially when there are resources out there to tell you. Also the is a system where at least most is all fair and kind to everyone. For example, the Nordic model having ranked highest on the metrics of real GDP per capita, healthy life expectancy, having someone to count on, perceived freedom to make life choices, freedom from corruption and generosity.

Look at Nordic model countries or some states like Massachusetts or Hawaii with very similar government infused health care. They all use a system similar to the ACA and it's cheaper and effective. Having everyone under an affordable healthcare insurance provider is better than having 47 million uninsured. What made you think they'll just up the rates? BTW costs of drugs is determined by the private sector drug market (not govt). Either way you will pay for insurance but it will be affordable.

It is a novel idea....that's about it. It is nothing more than a half assed attempt at national healthcare. While I'm paying higher and higher insurance premiums the underachievers are going to get similar or same health coverage as me and my family. It is unconstitutional to require people purchase anything, let alone overpriced insurance. This is a bad system that should have been defunded.

Sounds like a novel idea to me, accept that its not going to work as planned. It is going to cause more problems than it corrects. When I watched this video I was thinking not so bad, but then I thought about it and, well, the costs are just gonna get pushed onto the working/middle classes. The rich aren't going to just bend over and take it, lol. They'll use "good business sense" to weasel out of any hits to their wallet while dumping the cost back onto the workers.

I just read today that most of the exchanges are showing premiums cost less than even the most liberal forecasts...mainly because you see all of the choices side by side...rather than just getting a choice or two from your employer. This might not work...but I would MUCH rather have this than our current system. Worst case...we can fall back and try again. I'm sick (pun INTENDED) of living in a the only developed country without some form of universal HC

We don't need a single payer system. Germany's health care system costs less than half of what ours does, and every single German is insured. In their system, you can opt-out of the public health care system, take your tax break and go buy private insurance with that money. Everybody wins in that scenario. Why force people into single payer that don't want to? I live in Germany, and personally I will stay on the public system because I like the security.

The Affordable Care Act should have no adverse effects on the compensation of doctors. In fact, there should be a boom in hiring in the medical field. We have an extremely inefficient healthcare system. There has been a gross lack of regulation the last 40 years. The wealthiest among us are the only ones with access to a level of care that citizens of average means receive in other countries. By making the system more efficient, we all get better care at a lower price.

The government needs to require that hospitals post their rates on different services. The hidden rates crap is the main reason why medical bills are so high in America in the first place. Hospital know that if you need something, They can charge you whatever they like and you will pay it. And without fear of you going to a cheaper hospital, they jack the price up. Without competition, Capitalism won't will

As it stands today we r definitely in need of reform UNLESS you do have a great plan with your employer or can afford to purchase your own. I agree there are many many kinks left to be worked out but this summary sounds no worse than what system is in place right now. If we don't like it after its in place, as citizens we can vote to reform it again, then again until its effective for the greater good.

I would be fine if the insurance industry went bankrupt. You realize that lower commissions still means some commission and some commission is more than none? No commission would lower our insurance rates because those costs would be gone. Actually private medical coverage adds a fortune to our costs because those companies have to make a profit. I hope this whole thing fails and forces everyone to realize the only cost-effective solution is single payer.

They will not be making that much less.. they will be okay for long time don't worry the real threat is medical lawsuits many are unwarranted but malpractice costs are astronomical A separate issue to address soon is the out of control costs of college education this threatens our ability to succeed in the global market place if we cannot afford to educate our children well and keep personal debt down

I'm very happy with the private insurance I have…I don't want to lose/change it. I'm unsure how this obamacare stuff will change it. And, after reading all these comments, I'm scared that after it starts I'll be financially in a hole I won't be able to get out of. I'm also unsure of how this will effect my job. I work in a hospital that is already losing money…would this hurt or help them? I'm thinking I won't get clear answers until its too late. hmmm I dunno.

This law is stuck on what the law intends to do and not it's real world applications. The reality is that it will increase health care costs by 35% in most states. The states that already have implemented similar policies (eg Massachusetts) and the highest health care costs in the nation. Also the video states that public opinion is divided evenly. If evenly means 13-18% percent oppose the law then yes. that is even.

We can stop these people. We need to get more people to abandon the 2 party system in support of liberty. The Libertarian Party can help us do that, and so can the Green Party. Please register to vote as either one early, so that the option will be on the ballot during the next election cycle. You can also show your support for both the unorganized and State Militias that are rising up against these Tyrants all over the nation.

are you crazy, I have a preexistence condition and now instead of paying my $50 copay I have to pay $1200 deductible then 20% after that to a max of $12,000 to see my cardiologist. It use to be that was the reason to work for big companies with so many employees to get great benefits because they would fight and bid against each other to get the business. Insurance companies are today what investment banks where in the collapse, crooks

Hate it. Why is it those who worked hard went to school and became something of themselves have to always pay for those who decided to ruin their lives? My company who is making money hand over fist and is a fortune 500 company. To save a few bucks they took our OK coverage plan away and stuck us with the high deductible insurance. This allows them to save money and get the tax write off. why must the middle class pay for everyone rich and poor?

It is a great thing because people with pre-existing conditions will have access to quality healthcare. Also preventative care is covered at no charge, which will help hospital care, disease, and emergency room visits go down. It will not affect people who already have insurance. The goal is to encourage those who are underinsured and uninsured to get healthcare at an affordable rate. Other countries offer these benefits as well, Canada has free healthcare for all of its citizens.

Rah, rah, rah! I'm convinced. Especially the part about the government is going to "insure" competition between the insurance companies in the exchanges. The true competition will be in how much favoritism you can generate for your company. This messy piece of back-room dealing legislation will generate more maneuvering and tax dodging, thru brilliant loopholes such as the "skinny plan" threat, than anything that has come before.

Well I remember in my health class we I learned about what the bill does and what it solves in the old system and I love it! I thought for a long time we needed to change the health care system because it was just too missed up and this system I think solves a lot of the problems. Anyone who think it's "social medicine" or whatever I don't think so. Whoever thinks this is socialism needs to go back and watch this video again and think about what socialism is. But in all I think it's great!

Well Im a student, I work part time, barely above minimum wage, and I dont want Obamacare. Im not really a republican but im definitely not a democrat. But when I see inefficiencies in programs like SS and medicare and medicaid already why should I trust a govt to provide me such a program when govt has already shown how inept it is. why is it such a silly idea that if the govt stayed out of our wallets then we could afford to pay for insurance? Why is that so crazy?cause its not progressive?

What if you have a child with cancer and your total medical bills total say 200K? The parents will still have to pay 40K OUT OF POCKET!! Can you afford 40k? Other countries health costs are less than half of ours in the US. it all comes down to greedy insurance and hospitals, doctors and pharmacies-stop the greed-everyone deserves decent healthcare from the richest country in the world. Until the great depression 2 happens but thats another issue if you'd like to discuss it.

What if you have a job that doesn't offer health insurance like mine? I can't afford health insurance since I'm paying off 20K hospital bill cause I didn't have insurance. At least I'm paying it-most people would just walk away-but I wanted to save my credit rating. What about kids with cancer that insurance won't cover or hit their limit? Did you know 62% of bankruptcies are caused by medical bills-and most had insurance!!! Insurance doesn't cover everything! Its usually only 80%.

I do not think I can cope with health care and private schools at same time! All I can say is the NHS works and it is really actually a simple system.I can certainly say on principle I think a society that determines you only get decent health care if you can afford it by way of a more than decent wage is not for me.All the other western industrialised nations seem to agree. I am the product of a Scottish "comprehensive" and Uni and no fan of private schools. health or schools?
