Democracy protects being so low hurts me. Have had that perk save me well over 50% of the time and i usually only have 3-4 deaths by the end of a lvl 9 mission thanks to it.

Two extra grenades per reinforcement is huge. When a group of devastators get the drop on you, having the freedom to just kill one and stagger the rest instantly with an impact, or stun all of them is amazing. The recoil reduction is also powerful with some weapons.
Feel like the grenade pistol doesn’t do as much damage as grenades . And u also get 30% less recoil with extra grenades so I rank it in top 3 . Scout armor is definitely the best though
400 hours in and I can confidently say that democracy protects is goated. Scout perk means next to nothing at helldive. It's not about stealth. It's about knowing how patrols and breaches work, moving deliberatly, choosing your battles, and knowing when to disengage. You'll get to a point in this game where you almost never die to enemies, except when there's movement/vaulting jank. And democracy protects is the only thing that can save you in those situations.
It's tied with stim packs IMO. I've been enjoying it fighting the bugs with a flamethrower and incendiary grenades, napalm strike, and laser dog. BURN THEM ALL! But my fav is stealth armor with a counter sniper rifle and the anti-materiel rifle which is what I fight bots with.
that's why this list is questionable, I kind of agree with the top 3, but would have placed engineer above servo. Plus if you like full auto weapons the engie reduces the recoil keeping your aim straighter.
My build for bugs is engi kit and impact grenades. Helps you deal with more swarms, one-shot bile spewers, save grenade pistol ammo, and if you're in a pinch, throw a couple of impacts behind a charger to blow its back
Feels like its way more than 50% any way. Most of the time I feel like its a guaranteed passive because it feels like it always procs when Im getting slammed. Easily one of the best perks and it prevents bleeds so you dont have to waste a stim just to heal it
The only thing I have against the medical passive is the fact that the armors are ugly and I use the democracy protects because champion of the people is the best looking armor in my opinion

The cape that came with the physician set belongs to the "676th democracy regiment", a regiment that made a final stand on a place called justice hill.
I run *only* Democracy Protects because you have 3 seconds of invulnerability instead of dying...and its 50% chance. Saved me from many situations, including my teammates throwing 500kg orbitals between my cheeks😂
I fell down a hole one time with the democracy protects armor on. I used all 6 of my grenades on myself and 2 500KG bombs. That armor left me stuck there until a teammate came and shot me 😂 I still laugh about it
just run medic, its 4 seconds of basically immortality per medkit, and you have 6 on demand and restock it, which is like ... 24 seconds per drop. unless you are hugging a hellbomb.
Engineering being second to last is straight up slander. If you don't know it makes standing recoil the same as normal crouching recoil, crouching recoil the same as prone recoil and makes prone even better. Even if you're using the grenade pistol, 6 stun grenades comes in really clutch against hulks.
I feel like the other part of fortify and engineering kit was straight up ignored. Its fun to take the salwart or machine gun with them and just go full RPM and good trigger discipline.
I end up missing all my stuff when I take servo assisted once in a blue moon. I know by heart how to aim the grenades and strategems with normal strengh. I prefer the light grenadier looking armor. The two extra incendiary grenades have saved my ass quite often. But the medic passive would be better.
@@etuannoAfter using it for about 2 games, I could no longer aim or enjoy stratagems with other armors. Can position so much better with it, and don't have to aggro patrols when throwing a nuke at em. Also looks dope
my favourite armour also, hitting long range throws, even with a dive or jump pack just hits different. The extra 50% limb health stacks with the vitality boost so you barely ever get slowed down due to limb breaks and therefore don't have to waste stims, sometimes even getting hit by a full charging charger. This stacked combo actually increases overall health in a hidden way.
Me: *about to be surrounded by stalkers, hunters and spewers* *Injects stims and prepares incendiary grenades and shotguns* "Alright fuckers lets ball" *Proceeds to burn bugs and myself but survives because of the stim buff* Thats why I love the medic armor.
How can you even rank them? They all are extremely useful for whatever build you are going for. None of them are "bad" in any way whatsoever. Only exception is "electrical conduit". But when the Illiminati invades, it will be the most popular.

the 50% chance to not die from a lethal attack is top tier for me. I have survived so many times with this armor passive, if it was on a heavy armor then it would be busted.
How to say "I only use explosive grenades" without saying "I only use explosive grenades". Stun grenades combo with the Quasar to save your life sooo well. If you're playing as a 1 or 2 person team and want to disengage or extract under fire, smoke is your friend.
I managed to survive 3 charger rams, a fall from a cliff and a massive horde of enemies at extraction with no stims because of the democracy protects passive. Easily my favourite
I mean except for the electrical conduit. It is inferior to every other passive. I think they need to rework the perk or add an extra passive effect to it to make it viable
New heavy armor with engineering kit is my go to on any defense mission and you cannot change my mind, sure grenade pistol is good and all but you only get normal impacts, meanwhile with engineering kit i can be holding 6 incendiary impacts for bugs, or 6 stun/normal impacts for bots (eventually will be running acid once released) plus the added bonus of starting out with 4 grenades as opposed to 2 if someone decided to not run hellpod space opt.
My go to is engineering, recoil reduction is great with certain weapons and builds, but also allows me to not relie on grenade pistol in all builds because im extra prepared
its such a lame play style any way. I dont want to play a horde shooter to just... ignore the enemies 100% of the time.... I want to blast crap. Scout is easily the worst to me because stealth is only fun to do a handful of times.
@@NeowMeowso you're running level 9 missions and trying to shoot everything? I'll bet you have a low completion rate. Trying to kill everything on 8 and 9 will have you stuck in one spot for the majority of the mission. The mission matters not your kill count. When I join a team with a player like you I'll use you as bait, knock out all the objectives while you stand in one spot worried about your kills wasting reinforcements.
@Troy211 No I don't waste reinforcements because I know how to play and no I don't try to just start fights all the time but I'm also not going to avoid them either because i understand how to fight and keep moving. I'm pretty much always the one doing all side locations and at least one main objective, I dont fail missions and I enjoy the way I play rather than just playing a running simulator running from objective to objective without doing anything else. It's a horde shooter. I'm going to shoot hordes. You want to take a game serious and act like you should only do objectives and nothing else you go right on ahead. Games are meant to be fun and I feel like people just forget that part of it and act like a game is your whole life.
Engineer with incendiary impact Grenades is basically an instant stradegem. You can easily get 20 kills almost instantly with it, and it can close bug holes.
Puting the engineer kit so low is diabolic, against bugs with a stahlwart is this a alrounder combo. The clear with the extra high fire rate and clearing out bug nests alone is a good member for a dive.
Fortified against bots is S tier. It saves you against things that would kill any other diver in different armor. It comes into play constantly, giving you its benefits throughout your whole mission. Engineer is honestly very good too. Similar to Fortified, don't underestimate the 30% boost to aim accuracy. The grenade pistol isn't a replacement for extra grenades either as grenades are more versatile. From fire grenades against masses of bugs to stun grenades for those larger enemies. I'd honestly put medic armor lower because, while the benefits are good for survivability, it doesn't do much to help you actually survive the initial damage incoming. Other armors will allow you to survive to use your weaker stim where medic armor leads to a death instead. Padded also deserves a lower rank if you ask me. Most people look at armor values wrong, forgetting that helmets and capes give 100 armor too. +50 armor isn't as much when you consider standard medium armor is 300 armor, not 100. Padded medium then is just 350.
I agree it’s very good. Most of my missions I get zero-two deaths and I do a majority of the work while everyone dies. Even when they try to bring the fight to me scouts are still lower priority on spawned enemies so the go to higher agro players as long as we aren’t seen. Level 127
Engineer kit should AT LEAST be a top 3. The 2 extra grenades make a big difference, and most of all that %30 bonus recoil reduction paired with the medium MG or higher does wonders against hordes.
Yeeting a stratagem into a shrieker nest or bot base from 50% further away is amazing though. If you're good at dropping them accurately it's a game changer.

@@camthepenguin Fortified is at 6, and yeah I agree it is really good definitely not at 6. It might be the best one. That doesn't mean servo-assisted is bad. Servo-assisted is only good with some loadouts though
I love using democracy protects because it gives quantum immortality. Like one time I was doing a solo factory strider mission at lvl 20 and running to extraction, while a strider was chasing me down, and I got shot like 5 times at 1hp waiting for my supplies to drop and finally I was able to kill the swarm and extract.
Fortified and engineering kit got done dirty here. The recoil reduction is ridiculous. Makes the Liberator assault rifle laser accurate, improves your effective rate of fire with the autocannon, makes the HMG usable. I practically never go out on an automaton mission without one or the other.
As a person who loves going on stupid suicidal missions, democracy protects has saved me more than enough times. Sometimes just one lucky roll is all I need to take out a spawner and then go down and help out another front.
I rin medium Fortified armor agaisnt the Bots all the time and ranking it lower than servo assisted is crininal. The Scout one i can understand though.
You underestimate how useful 30% less recoil actually is (even if you have to crouch or prone). I use a controller on my PC so I am able to notice the difference very well.
Having 6 nades(stun) and a jump pack has helped me clear strat jammers hell, you can even literally just run up to the panel, if you don’t have the jump pack, just by throwing 4-5 stuns So, yeah, it really depends on your play style
As someone who’s been rocking democracy projects since day one, it should be higher. The sheer amount of times it’s saved my life from enemies (and my “teammate” headshot sniping me) it’s absolutely insane. I’m genuinely surprised when I die from lethal damage. Ig rng could just be on my side but there’s no way it’s 50/50.
His arguments are nonsense too. Just because grenade pistol exists doesn't mean +2 throwables are bad. If anything it's super good as the types of grenades give tons of flexibility to builds and value per grenade is super high
My favorite armor for extra padding is heavy armor, making it super heavy armor and makes you feel like an absolute tank while getting hit right in the face by a literal rocket shot from an automaton RPG
Scout is goated for automaton stealth but Med-Kit imo is by far and away the most impactful passive especially with the experimental infusion booster. Being able to tank almost every enemy damage source for 6 seconds whilst running at breakneck speeds is the best feeling in Helldive diff
I like the democracy one because it can give you a little more time to stim back to full health when getting pelted by bullets, which is real nice when you get ragdolled by an explosion or one of many other things, it’s just a good all round armour
I feel like I can’t live without servo assisted,I mean it just gives my throw the extra umph that I think they need,plus some of the outfits with it give you cool ass prosthetic limbs
There's no "hidden" passive, it says what it does. 1. Enemies have to be about 30% closer to spot and aggro you, and 2. Pinging your map adds a half-speed (2s) constant radar ping, the radar range is effective up to the range of your own radar (48m base, 72m with nuclear radar, ~110m with nuclear radar and booster) On high difficulties you can use the radar ping to avoid fights you aren't ready for, and the stealth allows you to escape or avoid fights easier. Not really helpful for killing enemies but more for avoidance. Considering Atmospheric Spores can straight up disable one of the passives I think rating Scout as #1 is bs.

Stealth is only fun a handful of times before you go back to doing what the game is designed for. As long as you get people who know what they are doing stealth is pointless any way and just a crutch.

If we want to follow how the term is used then the crutch would be any passive you enjoy because it lets you do things in a way you find acceptable. Let’s not use that. I’ve had plenty of loud engagements when my stealth armor was useful and plenty where I’ve seen others be the same. Going to bat for loud play style is find but beating down on others choices is bad manners.
Extra padding light armor is so good against bugs you can dodge almost anything except hunters and stalkers and you always have time to stim against them because of that extra armor

This man clearly has a bias and probably is the same guy runnin the Anti material rifle while being being hundreds of meters away from his team mates.😂
The Engineer armor is REALLY good imo, especially against Terminids. Having 6 nades can really help if you have a lot of heavy bug nests, and can save you from having to use support weapon ammo, or even from calling down a resupply if you don’t use a support weapon that can take care of bug holes. Also the recoil reduction is still nice to have. It makes some weapons like the Adjudicator, Dominator, and the Machine Gun type support weapons easier to use.
Med-kit is great for when you get swarmed by small amounts of damage, but is useless when you’re constantly getting 1-shotted. Democracy Protects is S-tier for things like eradicate missions and bot missions where you literally die faster than you can stim.
Scout being above medic is funny because medic literally makes you immortal when you pop a stim, I have been direct hit by a rocket and just walked it off
Padded is insane for medium armor. Especially against automatons. It gives you a high overall damage reduction with 20% headshot damage reduction (150 armor) without being incredibly slow like heavy armor.
Servo assisted is a goated passive That extra 28 meters really comes in handy, especially during bot missions where you don’t wanna be detected first Chuck a laser in first, then lob an eagle air strike, wait a bit and 90% of the time the heavy base is vaporized and you’re comfortably away from the base to avoid detection The other 10% is due to AI BS making the laser target heavies first before bases
I've been running scatter armor since the beginning and it's amazing. And yes, the devs have made it harder to play the stealth playstyle. But it still works. The limited aggro range in comparison to other armor types is insane. I do level 7 solo all the time and when I do level nines, I often end with zero deaths and the most kills
Engineering kit is great for using stun grenades and the HMG. Taking advantage of both sides of the perk, the HMG recoil being less when crouching and prone as the weapon has a lot of kick. Having an extra 2 stun grenades means you can spam stuns a bit better for your team, covering your reloads, and for maneuvering behind targets to shred then with the HMG. I'd rank it higher than fortified and democracy protects. The extra grenades also frees up your secondary slot if you don't want to run the grenade pistol, so you can use something like the machine pistol for loadouts that want a "oh shit" weapon (AT loadout or eruptor primary).
engineer kit is the goat armor when ur running stun grenades which is like a top tier grenade for holding enemies for stratagems that takes forever to drop ( cuz lol planet effect on high difficulties )

the democracy protects armor also prevents you from taking any bleed damage whatsoever. there are usually times when wearing the armor and it sounds like ur dying but because the armor prevents you from bleeding out your health remains the same until u stim up. you will never actually bleed out and die and you have a 50% to survive lethal damage like being stepped on by a bile titan or getting caught by a bunch of hunters
everyone saying scout passive doesn’t deserve to be top need to try it on. You are literally invisible to enemies. If you are with the teammates better, enemy will shoot at them first and last at you only if they notice you.
I use the scout armor so much and it's truly one of the best. Every game i come back from with the least deaths and most kills. You just need patience and some good skills to keep you alive in fire fights
PSA: The superstore had an armor with the Heavy armor rating of 150 plus the Padding modifier (boosted armor) and no stamina penalty. This armor is amazing! Wearing this while using the Vitality booster meant that I could tank a direct rocket impact while fighting the automations 9/10 would recommend to a friend
Yeah the extra grenades are the friggin tits on blitz missions and anything that requires defense. Especially for terminids. All you have to do is figure out where they’re coming from, equip incendiary grenades (either variant works, but impacts are better), and turn the floor to lava.
Democracy Protects had saved me several times from getting creamed by a teammate’s bombardment being called in directly on top of me. Sometimes the explosion wouldn’t even have killed me but I go flying and can survive the 100ft fall. Say what you will about the RNG but I know both I and my teammates are reliably unreliable enough to make that 50% count
