You should look into the surfer lead. If the mystery man is/was East Asian he looks Japanese. I am not sure if there are a lot of East Asians in New York City at that time but Hawaii has a significant Japanese population and surfing is popular there.
I was thinking the same thing, that he might have been an islander. I only knew of the Japanese thing because of the origin of what’s now known as the Hawaiian shirt. Very interesting videos on YT about that.
