I mean, Hetalia's character designs are pretty unrealistic to begin with. There are characters with purple eyes, and multiple characters have outlandish hairstyles. The last thing you want to rely on Hetalia for is realism.

I think in Japan's case, it's a lack of nutrition. In the past, Japanese people have the same Asian habit, eat rice- and they gained the East-Asian features of being- smaller than Westerners (which is true so I'm not being a racist) Lately, mostly after WWII and they start trying to improve very hard, they changed their eating habits and eventually get taller. That's why, Japan seems to be shorter than China, they both grow in the past, not in the future. China during those days have majestic empires and a strong trade in Asia while in Japan (Ryukyu), they have less than China. So yeah, I'm sorry if I triggered anyone. This is just my opinion.
