It is true that they share their pet but Sealand is officially only Sweden's child and not Fin's. I think that Ladonia is not officially the child of one the two of them. But, nevermind, I ship them.
Then I guess the joke with Finland is that he represents in this anime something quite opposite of what is usually thought about typical finnish people? 😅
Around strangers yes, however I think Finland is portrayed this way since he is around people he cares about which would make sense. But yes in reality most Finnish people are very introverted and shy (though as a Fin myself, I think Finnish people are very sweet and caring towards others as long as they are close).
