Highway 1 in Victoria, BC - Malahat Drive (Trans-Canada Highway) - 2024/41

Victoria to Mill Bay, BC via Malahat Highway. We travel along the first kilometres of the Trans-Canada Highway, at its western terminus of Victoria, BC, the provincial capital, located on Vancouver Island.
Our drive begins in Saanich, along Douglas Street, which then transitions into a freeway through the West Shore (View Royal, Colwood, Langford). We then head up into the mountains along Malahat Drive, which climbs up to 352m/1155ft.

Great ride do it many a time. I like matching this one up with the older 2020/26. Especially in 26 the 5 seconds between 5:35 - 5:40 as compared to this one 41 at 4:54 - 4:59.

MoTI *finally* released the engagement summary a few days ago for the Malahat - Goldstream improvements. The consultation occurred in September 2020! What makes it even worse, is that they only released it now because someone put in a FOI request for it. So they just decided to upload it to the project site. Most respondents were asking for more lane capacity, because the project plan was to maintain two-lanes (one per direction). My suggestion was for 3-lanes, with a movable median barrier that would allow the centre lane to be reversed based on traffic flows. Anything beyond 3-lanes would need to be provided via an alternate alignment. The CRD (who manages nearby water sheds) has balked at the idea of an alternate route, due to concern with proximity to the drinking water supply and related facilities. However, the “Near West” alignment which has been identified in previous planning studies doesn’t actually come close to the drinking water protection zone. The “Near West” alignment would be 7 km in length, and bypass the existing Goldstream alignment. It would reconnect with the existing highway closer to Aspen Rd (past Tunnel Hill). The only problem with this alignment is that it has a steeper profile than any other section of the Malahat. The peak isn’t as high as the existing Malahat Summit, but has a higher elevation than the existing Tunnel Hill segment. So it would be even worse during snowy weather.

It still goes into Sooke Hills Regional Park, which is a no-no for the environmentalists of the South Island. There isn't a good option, short of double-decking it (expensive and seismic challenges) that allows for 4 lanes in the existing ROW. Many of the hardliners are condemning even the minor improvements because they "take away trees".

@@craigceecee8762 Yes, that is true. The double deck option is interesting, but it wouldn’t be very visually appealing! I find it odd that the hardliners don’t agree with the proposed project. The upgrades greatly improve the drainage, as there is currently no filtration. Run-off basically just makes it way into the river. With the proposed improvements, all of the run-off would go into catch basins and be filtered before being released into the river. There would even be a storage tank which could hold a fuel tankers worth of fluid, in the case of a tanker spill, to avoid it being discharged into the river. Like sure, there would be some short-term environmental impact. But the project greatly improves it for the long-term.

The destination sign at 2:10 says Duncan 50 - Nanaimo 101. But the sign farther up at Westshore Pkwy (3:36) says Duncan 45 - Nanaimo 95. Not a massive error (only 1 km off), but they need to be consistent! Irks me like how heading north on the Pat Bay Highway, some guide signs say “Ferries” while others use “Swartz Bay” instead! 😄

The 1 km difference is likely due to rounding off as BC highway distance signs rarely express distances in tenths of a kilometre.

I would also renumber the entire Island Corridor, including the TCH portion, as Highway 19 (with a TCH-19 shield). I know it's "mile zero" but it is a completely different highway as opposed to the Horseshoe Bay to Alberta section.

The Malahat is one of the worst bottlenecks in all of Canada, yet one with no good solutions as it is in an extremely sensitive area (provincial park, nature reserve and drinking water supply area all in the vicinity) and Vancouver Island is perhaps the most "green"-minded area in all of Canada. The only good, permanent solution that I can see is an expensive bridge over the inlet.
