Imo Madara is a better written Villain. Kishimoto planned and predicted and teased madara for over 8years. Good maybe a thing or two at the end of the series was rather weird (im not gonna say what I mean coz I dont want to spoiler) but other than that SS+ Tier Villain.

Some say Madara and some say Pain but we know that both of them are true SS+ tier villains

dude i understand the feelings of hate we all had toward pain in those moments. but again him saying that line is just to remind naruto of the same feelings he felt in the past, and make him understand the true meaning of pain of the destroyed villages in order to desire the true peace for all the ninja world, which is impossible to achieve if naruto answers with : "yes i hate you", because the cycle of hatred and vengence will just repeat itself and it will be just self satisfaction of naruto and a justice just for him and his village.

That is because there are people in the past whom approached the issue the same way Jiraiya thought, but never accomplished peace because the only way to achieve peace is when humans fully understand each other, which is something impossible, but through pain & suffering we can all feel the same thing which we can relate and in the end seek the same thing, the opposite which is peace. Pain can only accomplish this using the tailed Beast. Look at the world we live in, right now it's the most peaceful period in human history ever since WW2. There are many countries with nuclear bombs in their hands but because of the destruction we all witnessed in Japan when 2 atomic bombs were dropped, no body wants to experience that in their own country hence many countries are scared to go to war, they know if they use nuclear weapons, the other countries also possess the same power. Pain was right all along. The peace/ideas that MCs always preach about is the way things should be, or should be done but not reality, it's like a utopia, it's not realistic, its just a dream.
