It's probably meant to be Lulucy - because it's a fantasy version of a western name - something Japanese writers seem to like to do. But, there's no L in Japanese, so most of the time they use whatever they think gets them closest for what they were going for. And, since the Japanese R is pronounced somewhere in between an R, an L, and a D - her name's probably written as Rurushi (since they don't have a way of doing the "see" sound at the end). A classic example of this is Bulma from Dragon Ball Z. Her last name's Briefs and everybody in her family has a name that's an English word for underwear. Dr. Briefs is her dad, her name is as close as they could get to Bloomers, Trunks is her son, etc... Toriyama's names are all grouped like that. All the Saiyans are named after vegetables - Kakarot = carrot, Vegeta = vegetable, and I'm pretty sure Boly is just a shortening of Broccoli. That stuff's all over the place in Dragon Ball.

Japanese lacks both an L and an R, what they have instead is a letter somewhere between the two. How it's localized depends on context and the individual work, and is butchered pretty frequently such that the name "Artoria" becomes "Altria" and "Victoria Celeste" becomes "Seras Victoria." That you apparently went through your entire life thinking thought they were pronounced the opposite of eachother and didn't bother to google "L and R Sounds in japanese" before making a comment is fucking baffling though.
