You're right. In modern russian 'city' is translated as 'gorod'. It is formed of 'gorodit', 'ograzhdat', which means 'to fence'

We use both "Grad" and "Gorod". One of the oldest Russian cities is Novgorod. Also in early times we called Constantinople as "Tsargrad".

So wait, it doesn't count for Napoleon who was born 1 year after France conquered Corsica, but it does count for Stalin who was born 14 years after Russia conquered the last bits of Georgia? I feel like the bias is mostly there because Georgia is currently independent and Corsica isn't.

Actually, easiest way to explain, why there is so many "-grad" stuff in post-soviet grounds, is because it represents word "gorod" which basicly means "city".
