Rules and settings:
1. Africa and Asia are decolonised
2. All majors give up states where they have no cores and other states do
3. Countries that have Major status form a faction and the rest form their own
3. National focuses which block countries from progressing are completed before starting (such as Italy's 'Triumph in Africa')
4. Countries are forced to pick ideologies to deny creating new factions (Such as Japan)
