I use my own beeswax to make starter strips or foundation for comb honey. The process of making the wax sheets, rolling, cutting to size and fitting them to the round sections is covered in this clip.
For normal foundation I make sure that the wax is not too clean, ie. only double filtered. The smell of honey is still in the wax. The only thing that I can think of is a lack of nectar coming in. The bees will draw comb if they need to. Try putting one of your own foundation frames in the middle of the brood box.The bees should have it drawn out in a week. A “bait” comb from the brood box placed into the middle of the super will also encourage bees to start drawing comb. Good luck with it.
