Homicide - Cal State Fullerton - Request for Public’s Help Identifying Suspect and Suspect Vehicle

On Monday, August 19, 2019 at approximately 8:27 A.M., the Cal State Fullerton Police Department (CSUFPD) received a 9-1-1 call regarding a “male down, bleeding from the head” in the parking lot of Cal State Fullerton, 600 Langsdorf. Police officers from both the CSUFPD and Fullerton Police Department (FPD) responded immediately and they located a 57-year-old male, later identified as Steven Shek Keung CHAN, with numerous stab wounds. Officers began life-saving measures, however CHAN succumbed to his wounds and he was pronounced deceased at the scene.
The suspect, described as an Asian male in his mid-20’s, with black hair wearing a black windbreaker and black pants, was last seen running northbound on Langsdorf, and then eastbound on Nutwood Ave.
Orange County Sheriff’s Bloodhounds were called to the scene and an extensive search for the suspect was conducted, however, the suspect was not located.
During the course of the investigation, a backpack, believed to have been left by the suspect, was located underneath the victim’s vehicle. Inside the backpack, FPD Investigators located an incendiary device, along with numerous items that were consistent with a kidnapping attempt or plot, including zip ties, wigs and other disguise materials, as well as a knife (that was not used in the homicide).
Investigators believe that CHAN was specifically targeted in this attack. Investigators also believe that the suspect was injured during the attack and he may have lacerations to one or both of his hands.
CCTV surveillance video has been obtained from the area and a male (possibly Asian), believed to be the suspect, was seen running northeast of the crime scene, which is consistent with witness statements. The suspect was seen leaving a nearby parking lot east of the 57 freeway in a black 4-door sedan with black wheels and dark tinted windows, which Investigators believe is a newer model BMW X6, shortly after the homicide occurred.
Investigators are now asking for the public’s help in identifying the killer.
