[honganqi's Character Swapper] Random Enemies Shiva playthrough on normal - Streets of Rage 4 

Unfortunately some of the boss AIs don't work properly and don't get turned on because they don't transition to their phase 1 or phase 2 AI properly. That's an issue with the game, not the character swapper!
