The "mailing" part is relevant because thats how the federal government gets involved. You could move weed from a legal state to another legal state, and you'd still be breaking the law AND giving federal authorities grounds to go after. It's still federally illegal to have weed in Cali, however, law enforcement is left to the state in the constitution, so the feds can't do shit until you move out of state.
