So, I interpret the song to be about the death of a loved one. With that in mind, you have the characters going through the rituals of death and grieving. For example the ferrying of the dead to new, final resting locations and the burning of the boat (a Norse funeral tradition). The woman in the water could be interpreted as one of the dead or an observer of the bereaved or even the person that the character has lost (She sinks under the water in a final kinda way). At the end, the motor burning could be a representation of the living finally dying. Now this all supposition. They could just like swamps and burning boats. Really, you could interpret the imagery in any way that gives it meaning to you, but I do feel this song is about death and how grieving doesn't the make the loss feel any better or the burden of the loss go away and the imagery reflects that to me. So the concept could be the journey of the living through the experience of death and moving on.
