when you purchase the hot foiling pen it already comes with 4 different tip nibs, each one a bit bolder.

Can you color in the shapes or just trace the outlines

yes you can colouring in shapes as well as outlines

I am assuming the pen doesn't burn the plastic stencil

Thats correct ! it doesn't burn the plastic stencil , because the tip of nip are going around the outline in stencil, that is where most of the heat is, end of nip.
