Not just predicted, bus was actively behind it. It's also the first time the Rebbe mentioned ingathering of the exiles when it comes to big amounts of immigrants to the Land of Yisrael. The Rebbe also points out in a different place that this term "ingathering of the exiles" can only be used when put in action through the King Messiah, as the Rambam rules.
