I think evolution, like for example bigger lung capacity for District 4, would take hundreds if not thousands of years for the differences to be noticable But I absolutely see that

that's how katniss assumes she won, because during training mags spent a lot of time in the edible berries and nuts section, and in the fishhook and trapping section. Finnick also tells Katniss that Mags can weave baskets so tight that not even liquid could seep through, so Katniss assumes that Mags won by finding sources of food and water better than the other tributes in her games.

That's how Annie won. They were caught off guard with a flooded arena and her swimming barely let her survive. A very disappointing game for The Capital.

The 1st Quarter Quell would be so psychologically brutal because the Districts themselves had to vote for which of their own children should enter into the games 😭 I feel like once in the Games it'd be a whole other level, some not even wanting to survive, and the Victor returning with bitterness for them and their District partner being sold out. I'd imagine it'd effect that District a lot for a time while the other Districts are effected in a different way of mourning. People would potentially turn on each other or ostracize each other, it'd cause a lot of chaos on the inside to keep them controlled so they're not focused on the Capitol.
