I think slower is weaker because of two things: 1. Being suspended in the air causes the layers to cool faster which in turn hinders the adhesion from layer to layer. 2. The drooping effect is significantly greater the slower it goes if it's faster like a rope or cable when you're pulling it tight it is able to hold support its own weight better
