@@monkeytoes1155 yes, but before you activate it, your abilities are on cooldown at their normal rate. Let's say it takes 10 seconds per ability to refresh, and let's say you have 5 abilities and can press one every second. If you activate your faster CDR (cooldown reduction) last, then your first 4 abilities are on cd at their normal rate, and once all of your moves are on CD you have about 3-4 seconds before your first ability refreshes. Whereas, if you activate your faster CDR first, by the time ypu hit your last ability, your first one is only 1-2 seconds away from refreshing. This isn't a real world example, but more a hypothetical to explain why you don't want your abilities on their normal refresh rate if ypu can help it. If you don't activate your CDR first then you're missing out on the faster refresh rate for every second that you're using other abilities.

@@UnwashedWashi Definitely as often as possible, but you wanna make sure that if you have a choice between that and other moves, you wanna throw that out first so your other moves start with the increased cooldown rate. It'll keep you more active in the fight and you'll still have gas when other characters would be running out and have to force the fight back into the neutral.
