In our case, 2023 PhD commonwealth application, we were asked to list upto 10 publications

Yes, it’s usually something requested but if you don’t have up to that, it’s fine.

Can one apply for both the Masters and Phd?

Yes it is possible to apply for both if you meet the eligibility requirements. If you’re applying for masters, you need to cross check if you’re eligible if you already have a previous masters degree
