He was forced to take these bold steps given by the IMF. Otherwise, IMF wouldn't have given the loans to save India's economy. On the other hand, his leadership (check his posts in the previous decade) and socialist policies of Congress is what led to India's bankruptcy. When the IMF helped he was the finance minister who reluctantly had to sign the loan agreements. He did nothing special of his own but had to dance to the tune of the IMF to save India's economy. Understand things properly first before tagging someone as "God of India".
