Moscow kept to the agreement but after the fall NATO expanded into the baltics, Poland, Romania and tried to do the same with Georgia and Ukraine. In that perspective the wars in Georgia and Ukraine make a lot more sense.

As if Russia didn't had domestic cheese manufacturing before. The problem is the attitude of the generalized Russian consumer since the late 70es: "whatever made in Russia is crap, anything imported is good (even if it is a bigger crap)". A lot of the Russian producers started off in 90es and 2000es has "foreign" names and were inventing bogus stories to hide their Russian origin just to sell something on the Russian market. No sales due to past reputation, no money to improve, losing competition to even more imports. Luckily, this trend and attitude were somewhat reversed in the past decade. Somewhat.

Not only cheese. A lot of the Russian companies, especially in the agriculture, were asking to bann imports to clear up domestic market for decade prior the West did it itself and gave Russia a perfect excuse to bann even more. This embargo was like the stupidest and least calculated response from the West.
