How Respecting Parking Minimums Creates PAINFULLY Realistic Shopping Centers - Nicolet Bay 21
Hello and welcome back to Nicolet Bay! In this episode, we're welcoming an incredibly controversial use to the Bay - a shopping mall with a sea of parking. We'll dive into parking minimums and discuss how they drive the creation of seas of parking around certain uses, driving up the cost of development regardless of land use. We'll build the shopping mall to be realistic, meaning it'll be significantly overparked. We'll also dive into ways that it could be improved, if only the developer wanted to do so and the city would allow it.
In addition, we'll continue to explore the Shopping Malls CPP by creating a grocery story with outlots and then add a few Sports Venues after a generous donation from the developers to the school district.

As a Norwegian, seeing how much land is used for parking in the US just blows my mind! In Norway, most shopping malls I know usually have a small surface parking area, and puts most of it's parking on the roof of the mall (just a big flat surface not used anyways) or/and in a parking garage under the mall. Not sure if this is cheaper, but it bloody well nicer to look at, and way more environmentally friendly and area efficient.

Land is (was) much cheaper in North America than in Europe, which is why suburban sprawl, car-centric city planning, and massive parking lots became the norm and will probably continue for the foreseeable future.

@M Murase is right unfortunately. And I absolutely hate it, especially since the commodification of realestate as an investment asset has led to skyrocketting realestate prices. Suddenly this extremely inefficient city planning practically bankrupts cities and developers to continue doing, and the result is a lot of half finished projects that change hands constantly. I lived in Okinawa for 5 years. It was hard to find parking because most parking not attached to a business, you had to pay for. But, they at least understood that high density parking needed to use land efficiently. One department store used a multilevel parking garage on its side. And Don Qi Jote (kinda like a kroger, only AMAZING, lol) had parking on its roof. So do the shopping center that was nearby that included Hard Off (second hand shop). I used to park up there because it was always relatively empty compared to the crowded street level parking out front. That area just never got enough demand for people to figure out there was more parking on the roof I guess.

That would require you to either dig out that whole area and thus reinforce the building's foundations enough that some idiot slamming a car into a pillar doesn't bring the whole thing down, or make the building with intent for its roof to be able to sustain the weight of all those cars. US corporations have no care for any of that, because it's to them probably cheaper not to, and that's good enough when they have the money and size to just force their way into using that much space. None of the customers enjoy these parking lots either.

​@@hatman4818 Okinawa sound like the most European city in North America in terms of parking. Space is way more convined over here, so we need solutions to accomodate this. That being said: most European cities have lots of smaller stores dotted all over the place. Many of which don't even offer parking spots as they attract enough local customers, that come by foot (or bike 🇳🇱). Larger builds, with huge parking spaces are not uncommon, but they are mainly furniture stores, garden centers, car dealers and other non-daily destinations, way out on the outskirts of cities. This combination is something I rarely witnessed in all of my travels in the US and Canada. And it never fails to blow my mind

My local mall has been consolidating parking into a multi floor garage while dedicating parking lot space to new businesses such as Starbucks, Wendy's, and a bank, so that's definitely believable.

I've seen a lot of malls, including the ones in my city, adding buildings to the out lots. Things like restaurants, banks, fast food, jewelry stores, etc. The mall in my city is also transitioning from just shopping to also be more of an entertainment site. They added a dave and busters, a top golf, an arcade, mini golf, etc. One mall even got rid of all second floor stores to convert into office space and start leasing that out for a more mixed use building. This created even more diversity in the mall, now having a gym and laundry mat, etc. Shows how malls are starting to adapt for the future.

A breakfast focused restaurant would be ideal for sharing parking (Denny's or IHOP anyone?). A lot of malls I've been to have a lot of stores that don't open until 10am.

I really like what you’re doing with the story. First of all, creating stories in a game that technically has no story adds so much creativity. The AI generated illustration of the people responsible for Nicolet Bay, and now the voice acting. Great additions! I really enjoy Clearwater County where you get really creative design wise with all the mods, bug how you delve into the more administrative and political aspects here is standing out and creating really unique and great content. Keep up the good work!

Loved the Mall Build. When you were talking about the parking you mentioned bus infrastructure, but I didn't see a bus route, or taxi rank added to the mall to encourage/make the facility more accessible to people without cars. Same for the grocery store. Love your builds, keep it up :)

Honestly what I love about this channel is how genuinely educational it is and seeing real world processes and considerations in the game. It does so much for realism and is a big part of why these builds always make so much sense, despite the lack of things like procedural objects.

1. A yes for paving the dirt roads, there's so many dense properties through that area now. 2. Those new parking lots could use some retention ditches, just looking at how the mall slopes toward the road. 3. Speaking of lights, some spotlights in the lawn to light up the exterior of the mall and big box store would be a nice addition so people can easily identify them from the road. Great build! I love following the updates as always!

When you did the pedestrian curve @16:40 It gave me the idea of having trodden paths where people just cut straight across the grass. This could also show up between the secondary lots by the grocery store and the mall, where people would cut as straight across the grass as possible to go between these destinations, whether it's shoppers trip-chaining or employees grabbing lunch. But also, I really want to express my appreciation for your acknowledgement of parking minimums and their relationship with economics and car-dependence

In Dutch, those trodden paths are called 'olifantenpaadjes' which translates to 'elephant paths'. As elephants are known to take the shortest paths, ignoring the hindrance of any obstacles that might be in their path. So I've been told

Maybe to cut down on some of that parking at the mall, you could introduce some drainage ponds in the corners of the property (see the Lakes Mall in Muskegon, MI). Sometimes I see strip malls with restaurants that have access to ped facilities and seating around these ponds for some simulated ~*nature*~. Of course the mall would have to cede some land to these facilities, but it’d generate more use.

Do you need drainage ponds on that kind of terrain? It's very elevated and close to the lake: would storm drains to the nearby lake be more appropriate and sufficient? Or would cities not provide that kind of infrastructure?

Something interesting to note is that their been a shift in how these mall are built. I have seen some old strip malls in Ontario and parts of Canada are adding residential uses in their parking lots and making it more walkable.

@@shmubob It depends. Environmentally you do not want to drain water from a parking lot (which this is, the mall is just a small decoration in the middle of the asfalt cake) directly into a lake or stream.

@@57thorns Ideally no, a holding pond would be better especially since there are microorganisms that can eat most of the stuff from crude oil that is toxic to other organisms. So they can be seeded with those to break down most of the oil and fuel runoff preventing as much of it from leaching into the environment.

Just to say, there is a new retail development near me which is reasonably close to a watercourse and is on a previously totally undeveloped area. It cannot discharge waste water from the parking into the watercourse and actually has a special collection pond to allow sediments and contamination to be captured before tested clean water is released. Also this and other large development is required to invest in both road and local public transport measures to help with traffic.

It would be great to see some mall store name decals on the outside of the mall, perhaps around the entrances where you would have your Macy's entrance on one side and JCPenny entrance on the other as an example, since these bigger mall staples usually have that kind of exterior branding. If you're that far above your target minimum, maybe remove the parking along the right (hill) side in particular, or the big square on the front right could be replaced with some other alternate use, like the other big box uniques (hypermart, grocery store, etc) or small bank, post office, etc.

Great story telling, Phil. I prefer the grocery store/ shared mall parking development over the "mall of america" across the road. I live in Edmonton, Alberta, the city that kicked off the humongous tourist mall development, I hate it, I ve not been there in 15 yrs or so.

I say that you should pave the neighbourhood. A lot of the commercial is already pretty built up as it is, so it would look much nicer and also make sense in that as a community grows, that it begins to pave its core areas.

This. I think enough structures have been put up that dirt roads no longer make sense. Actually, its surprising how few towns in america still use dirt roads because most of the country has reached the minimum development required to justify paved roads. What would be nice in this game is if there were poorly maintained paved roads. Thats more of what I see personally in rural colorado, I think that would look more realistic to me than dirt roads. But that part of town in his game has progressed beyond even that, that's a pretty big campus, and a decent amount of development to still be using dirt roads. I get starting off with them, but much like in the real world, at some point, the amount of development forces developers to pave the roads for the amount of traffic they'll be seeing.

@@hatman4818with snowfall there’s road maintenance, so I suppose you can get that if you just don’t place any road maintenance. Although it doesn’t really affect the look of the roads. Really it seems to function more like a boost to the roads than required maintenance. In the winter maps the snow dump is a bit more necessary/integral, but that doesn’t apply to any non-arctic maps.

I appreciate that you made an episode about parking. I realize it's not a very thankful topic because it can simultaneously bore some people to death and make some others pretty angry. But looking at the immense effect parking policy has had on the development on cities it's almost criminal the topic gets ignored or sidelined so often. You could get the impression it's just a side issue in planning, engineering and local politics, when in reality it's almost the main issue. There's also so much to be said about alternative parking policies for cities that do want to keep their minimums. You'd think there was only a single policy tool to plan for parking (keep the minimums or abolish them) but there's so much more between that. There's in-lieu fees, in-lieu transit passes, parking cash out, charging for on-street parking, adjusting the minimums for TODs and downtowns etc.

Great video, especially enjoyed the intro! 1) Regarding the mall parking, why not utilize parking structures to minimize deforestation. Mall of America is a great example, where they have massive parking structures on multiple sides, and the huge lot out front where the hockey arena used to be rarely gets used. The Ikea there also has their own parking structure. Utilizing parking structures in this instance could've helped quell some of Chuckles' concerns. 2) I do think the area near the high school should be paved, especially considering dust being stirred up around the soccer fields and football fields, not to mention the added traffic with having the sport fields. 3) Also, wasn't sure if you had intended to remove the parking from the front of the "Kroger" asset. Anywho, just a few thoughts! Keep up the great work! Always enjoy receiving the notification of a new video!

I was so surprised on how big American Shopping malls are compared to malls of similar size in my home city of Kilkenny, Ireland (Where Smithwicks was created which I remember Phil saying he was a fan of in a livestream). The biggest mall in the city has a mid sized underground car park, a small overground car park, a large pedestrian street and the city's main train station is built right above it. Love the lore you put into these videos, keep up the good work 👍

I noticed in front of the strip mall asset many cars are driving through parked vehicle. It’s probably due to the parking lot road you used. I suggest moving the strip mall and parking lot road back some and adding parking stalls on the opposite end of the parking lot road to fix the issue. In addition, you’ll get the additional parking you’ve been looking for 😅

Hey, there's a feature in the TMPE mod called "Realistic Parking AI." What it does is it bans pocket cars, so your citizens' cars actually have to be parked somewhere. It also adds to the vanilla traffic tab a gauge as to if it has enough parking (very similar to the usual traffic tab stuff). I believe it will take transit into account too so you need less parking if you have good transit in the area

Yes painfully realistic by american standard, here in asia, parking lots are mostly underground, with multiple levels, which leads to walkable area around the mall, beautiful stuff. But as always great build phil!

I think adding some type maintenance shed to the soccer fields adds some realism, and I feel like usually the practice field is close to the high school, while the playing field is in a better spot in town for the townsfolk to walk to the games, but overall I love the lore and the growth

when i worked at a mall in Florida, the mall def had the most parking (although the lighting in the staff areas and pn the edges was neglected which was scary at times 🤣) BUT there were little freestanding spaces on the outskirts of the big lot that contained stuff like fast casual restaurants (red robin, steak n shake, shells, applebees etc) and a movie theater and those places shared, like, tertiary parking with the mall. might be kool to add those kinds of spaces in the blank spots around the border of the mall!

Love the emulation of socioeconomic and political challenges. It’s really what it takes to create a hyper realistic build. Just shows how a city really isnt just architecture and logistics. Its an evolving narrative. Coming along great! As far as the soccer fields and land leveling in general; I know its the midwestern in you but coming from a fellow flatlander (Florida) its too dang flat! Lol i feel like part of what brings a city block together is the obvious terrain challenges theyve had to face in order to build there. Retention walls, huge old trees, low spots, drainage. Sometimes things are up on big steep hills. And sometimes it cant be built at all because its simply cost prohibitive to develop. Idk, something to consider from a rando. Carry on CPP love it

Look at the Mall at Millenia in Orlando (this mall is modeled after it) and it’s surrounded by apartments and more commercial as well as office use. Would also be great use for employees of the theme park and zoo for housing.

Regarding parking, you are seeing big regional malls starting to redevelop their parking lots to add additional commercial or high-density residential. Not only is it a better use of land, it means more customers.

Malls as they were envisioned by the architect/city planner at the core of their inception had always intended for at least medium to high density housing to be built around malls. IIRC humongous parking lots were also something that he did not really plan for as you were supposed to be able to live in the immediate area around those malls.

Love this one Phil, some of your best work as a full storytelling and educational viewing experience!! What kind of public transit needs would the developer have to address? Wouldn't they have to build a bus stop at the mall? Many I've seen have buses that stop right at the main entrance. Win-win for the mall and the city, it would ease traffic and make it easier to get to shopping. As for the fields, a fieldhouse or snack shop would definitely be needed to store equipment and sell snacks on gameday. Great stuff mate!

Hello Phil. Its an amazing build like always. I love the way you present the building to us, and why you build things the way you built them. This storytelling is next level and i am getting in a good mood when i am watching a video of you. Keep up this great work. One Suggestion for the mall: In the city where i lived the city is planning to build a cable car from the city center to the mall, to a lake and to the university, to avoid filling up the streets with people. I would love the idea, if you build a cable car to this location. I hope you like this solution too :) this cable car can connect the zoo too.

Great content as always. Malls around me, Maryland, always have fast food and chain restaurants on the outskirts of the mall parking lots. These would also generate traffic on all the roads used to make the parking lots to make the mall look more alive. Maybe a food truck/concessions at the football field as well? Very neat aspect in respecting parking for major buildings. Something that isn't really implemented into the game. 👍😁 Do think when you do lights and such, should be a city bus stop at both areas (maybe just a few mini buses), as well as maybe a couple taxi stands, at least at the mall. Great build as always. 👍😁 Be great to see you keep adding to the school complex (expanding) and as a main school, incorporate baseball fields, pool, gym, etc. Maybe have a technical campus for the school (small office building you rename), incorporate a small farm (ag studies), and such. Thanks for all the great ideas in my own city planning.

Great work as always :) The toll baths you added to the zoo are to close to the crossroad though. Right now cars would stop on the street to enter. The should be pushed back to the end of the driveway.

Edit: Forgot to mention about the MASSIVE mall parking. One thing I think is about our city mall is that at first glance it looks like this- just insanely more parking then you could ever use year round except those special black fridays and whatnot. But in reality the mall leases out big sections of the parking lot so consistently for different mixed uses and all the space is actually almost always in use year round. For example: they have lots of "pop up" seasonal shops, so like in the springtime a whole chunk of the parking lot gets fenced off and becomes an outdoor gardening/nursery shop with a big pop up tent in the center for the check-out. Later in the summer the parking lot gets taken up by a huge carnival that comes to town every year. Between these major loan outs they have "pop up parks," like they just take a lot, fill it with sand, chairs, picnic tables, and a volleyball net and call it a "pop up beach" and other variations. Honestly they've come up with some really creative stuff and at some point did a huge community sidewalk chalk mural in one of the huge lots. Then in the winter you better believe a Christmas tree lot pops up in the same place. I don't know you'd simulate any of that in cities skylines, but maybe just for your storyline we could pretend that Terry Brown (as a thoughtful land owner) continues to influence the mall developers even after it's constructed, to support and sponsor these types of mixed community uses in and around all that parking.

I love that you thought of the turn around for the fire department at the football fields. In addition to thinking about the FD the mall should have water mains circling the building so that there is fire hydrant access around 360° of the building.

I always learn so much from your videos, and never would I have thought I'd be so interested in civil planning. You've given me a lot of ideas and inspiration. I'd love to see how you incorporate public transit into the shopping mall - maybe build another (if possible) that would demonstrate a better way of building larger shopping centers like this that are more cost effective and less car dependent.

I love what you’ve done with the Mall! One thing I’d definitely add would be a wall of trees between the soccer pitch and the houses! I’m living next to my Lokal soccer pitch and they’ve made sure to leave enough trees to block out the light at night as those floodlights are BRIGHT

What a great video. I loved the voice acting when you were talking with the different characters. When it comes to the Mall, I would have asked as to why not add a parking garage. At some bigger malls, they have parking garage access. I would also signalize for the mall parking, and if you can get away with it, maybe add a dedicated turning lane from Either side of the road. Just my idea. Also -- where the fields are, I personally would call a mulligan, and go ahead and upgrade the road instead of keeping it Rural. Keep up the great work. You are doing AMAZING!

OMG! EAST TOWNE MALL! I was traveling the country last year visiting different locations. Madison was on my stop for two weeks. I stayed at the Red Roof Inn for those two weeks right down E Washington! That mall was really the only walkable place to hang out, get food, drinks, or whatever! What a fun shock of nostalgia!

I grew up in the South (USA) and then moved to Wisconsin for work. It blows my mind how bike-friendly this state and my city are, but even still it's small beans compared to Europe. I'm an avid cyclist, so I love commuting by bike to work, groceries, or general doctor appointments. Your rant on mall parking was great! My friends and I rode our bikes out to the mall and had to ride around the whole building just to find one beat-up bike rack. It really doesn't take much to make a place bike-friendly, the US just has their head in a pile of sand and really loves cars.

Phil, I work for a commercial developer on the east coast and we build large shopping centers / malls. If we were overparked like this we would without question be looking into getting rid of some of the parking around the outer ring and building a standalone pad for a bank or restaurant tenant. Overparked properties are generally leaving money on the table.

I love that we open in the first minute of the video with a casual-yet-professional description of the civic events leading up to the approval of the new developments, wherein is described an endorsement and announcement of donation by the principal of the local high school, complete with a very appropriate aerial view of their constituency on the edge of a CHARRED BLACK CRATER. It doesn't get more Cities than this.

I think you should use the Kaiserlinde tree prop from the workshop, it's beautiful and their three size variations allow you to mix and match to create some exceptional linden lined streets

Hi Phil. Been watching a while but rarely comment. As someone who has been orange-pillled by Not Just Bikes a long time ago, I sincerely appreciate you bringing to light issues around car-centered development--not only in this video but also peppered throughout your others videos. Cities:Skylines inspires me to build things that I would hate to see in real-life too, but it just draws you in! My main issues are how non-busy places with huge parkings lots can be and I love to see my city alive and thriving, but when a massive parking lot is perpetually empty, bleh. At least it's not right in the middle of the city :) Keep up the good work!

The mixture of entertainment and education is truly unique and command respect! Moreover, telling an evolving story while playing a city building game is amazing. And with the characters and now their voices the video intros become more like a campain intro inside the game than a video intro (oh dear my german brain is making some complicated sentences here 😀)

I think the high school needs a track too since its not included with the football field like most American high schools. Having a large community park with all those nature trails across the street is perfect for a cross country team so naturally you'd want a track team for all those runners in the spring. Also have a field for the throwing events would be nice as well.

i was in Jönköping today, a town that is bike, pedestrian and driver friendly (not car friendly though). A seven story parking garage with a "back exit" straight on to a pedestrian shopping area. Half of the building is a supermarket (ground floor) and several floors of office and residential units. This means you can drive right into the town center and be really close to the nice and calm(ish) area of town. They actually have the oldest (and first) parking house in Sweden, so they know how to handle those. Jönköping has a population just under 100 000, with another 24000 living in Huskvarna (the two towns are practically joined, but don't say that to the locals). So it is a pretty small town that manages to have public transportation by rail and bus easily accessible, and a walkable city center with plenty of parking nearby, without huge areas of asfalt.

Nicolet Bay is some of your best work Phil! hard to think this project started off as the small fishing town of Couillard Shores 🤯 i think it would be great if you added some fast food restaurants or other small shops near the mall as i see this type of thing where i live quite often, also you need to PAVE THAT NEIGHBOURHOOD its very necessary for the expansion of the neighborhood! one more thing to consider is having some taxi ranks or even a bus stop at the mall, OR BOTH!! either way phil this build is awsome and i cant wait to see whats next

The nicest mall I’ve seen as a customer is l’Atoll in Angers, France. It is starting to get old but the city and partners are constantly keeping it updated and the different transportation available are awesome. We use the car cause we live a further away, but the tram gets as close as it can, and buses are also great. It houses a bunch of stores, groceries, clothing, electronics, services, and the center is full of restaurants and snacks with a playground they regularly update. The entire thing was made to ressemble à city, so the landscape is actually good, there are a lot of different types of plants at different heights so the pathways look like little forests. The parking is on different levels, from memory there is floor level and three underneath, and it is actually quite safe for a parking this big. I loved going there as a kid for the ambiance and the look of it, and now as an adult I can appreciate the thought that came before it.

Also there is an inner bus that runs on ecology driven fuel (can’t remember the name in English) and it’s very practical for people who need help getting around, and it generally comes back around quickly

Loving the content keep up the good work. 7:27 oof. That's a rough statement to take out of context. While fine for the video, in certain situations with higher risk that's a big no no. Though I do understand the context and where you're coming from. Love the end look for the mall. It looks good and realistic. Quick detail fix for the grocery store at 24:27. You can see that the storefront has ambulant ramps by the main entrances and they're sitting just a bit too high off the ground. It's a bit nit picky but I thought I'd point it out. Currently the building is sitting maybe 50-60cm (2ft ish) off the ground. Seems a bit extreme. Build looks fantastic though. 31:44 Personally I would pave this area at this stage in development. It seems a little too dense for it not to be requested by residents. You don't really see dirt roads unless the road is very underutilised and the distance between building is measured in the hundreds of metres/yards. That being said, I wouldn't expect the paving to be anything too special. I'd probably leave it as dirt from the graveyard onwards. Same for the accessway to the fields.

A couple comments: For the mall/!Kroger, I feel like the power consumption there would probably dictate that a transformer facility be built nearby, as they would require more power than a standard suburban line would be able to provide. The slope off the mall parking lot to the Kroger might be a concern for rainwater runoff / erosion; some vegetation or a retaining slope wall might be necessary. Having some employee parking at the back of the !Kroger would also allow for a turnaround for semis to back in, if we're being a little more realistic. Even a single side-parking aisle wound enable this. I feel like the addition of the soccer fields would absolutely push the municipality to upgrade the roads to add sidewalks. Not having sidewalks means that kids and teens would be walking on the shoulder of the road - or if there's a heavy snowfall, perhaps even the ruts on the actual road. Huge risk, and hopefully the municipality wouldn't wait for a fatality before taking action. I really wish cars weren't driving through the parking spots in front of the strip mall, but that's kind of unavoidable, I guess.
