Do you even have the slightest idea what you said? A dictator has complete or near complete control over his country and can basically do whatever he wants without having to ask anyone. Well, they are pointing out Zelensky's favorability has dropped from 90% to 69%. Although this is still high support, it's on a downward trend as people are getting weary & fatigued over the war that grows ever longer. Putin expects that they can outlast Ukraine over time. Things like lowering age of conscription unnerving people seems to show that the people are losing their will to fight. Sounds like Ukraine has run out of the enthusiastic warriors, and now they are being forced to pull people into service against their will.
