Another officer tutorial! Something @everyone runs into, and only the whales have easy, is choosing who to max out (thus having to spend badges) in the game. While obtaining badges is MUCH easier than it was just a year ago, it's still not an area where all players have enough of an abundance where they can upgrade everything as they come. So!
