@@alanmacdonald7435 while it would be fair to say it was ONE Pilot and one apprentice-trainee. Still, a trainee would not have been left onto the ship if he did not know the harbor -in and out-. Though the FINAL responsibility still lies with the captain of the ship and the helmsman. If they both think the pilots do somethign wrong or give the wrong commands it is the Duty and RIGHT of the Captain and helmsman to overrule the pilot. As said, this is the ( theoretical) law. Also,fair enough it is many years ago.And times were different,at that time. But in the case of the (CCCP) Ship Lermontov, they also had the Harbormaster as Pilot on board. The guy gave the wrong command, to steer closer to the coast and the Helmsman did not object. Though knowing, that the Pilot also knew the water was to shallow... The LERMONTOV SUNK; IT WAS DOWN UNDER ( apologies for the pun...) on a pleasure cruise with elderly Australians.. One crew member died. Soviet maritime authorities though convicted the helmsman to 4 years prison and i think it was 30 000 $ -damages-. He should have overridden the Pilots command. Let the US and Singapore experts check through all the records, equipment and datas of Dali and comes out with their reports first. Should not speculates on the causes. These experts need some time to do a thorough job. Meanwhile US should look into similar American bridges at similar risk and improve their structural survivability against modern heavy ships such as the Dali crashing onto them. Barriers, dolphins, etc, can be considered to be constructed around these bridges main supporting pillars. The new Baltimore bridge should be more robust. Better still, consider an underwater tunnel to replace the bridge instead. Tunneling work can in fact start immediately with a TBM! Can be completed faster than a new bridge. May cost more but will eliminate this collission problem forever.

Ships crew did some maintenance work in AUX ENGINE and Main engine. Investigation to be carried out. Blending fuel oil process for aux engine to be checked. In future strictly ask the owner to use DIESEL OIL ONLY not heavy oil or blending oil for AUX Engine in this narrow waters as per California regulations. Bad cheap not well treated fuel oil is one of the causes of black smoke. If the ship crew tell the truth without fear, then only future accidents like this can be avoided. Because of power failure one of the Aux blower of the Main engine might have tripped while the main engine still running. This may be one of the cause for huge black smoke.

The control and command of a vessel is in the hands of the Captain of the ship, Pilots are in an advisory capacity. The only place in the world where the Pilots are in control and command of a vessel is when a vessel is transiting the Panama Canal.
@christospanopoulos1655 I was not aware of this incident. I have since read up about incident. The reason Pilot was jailed for 10 months was because he was impaired in ability to safely carry out his responsibility as a Pilot because of his use of prescription pharmaceuticals while Piloting the vessel. Pilot was unable to correctly read navigational charts and carry out other duties as expected. Pilot should not have been doing such a responsible job when he knowingly understood that he was taking prescription pharmaceuticals that could impare his judgment as a Pilot. So this was the reason why he was imprisoned. I am sure if he was not taking prescription pharmaceuticals and carried out his Piloting duties with due diligence and in a Professional manner he would not have gone to prison.

The key lies in the ship veering to the pillar as it was approaching the bridge , A ship having an 8 knots momentum could not have suddenly veered because of a loss of propulsion , It could have only caused by action taken by the ship, like giving an astern thrust , dropping the anchor , to stop the ship, Moreover the current was at a low 0,2 knots & the winds light , ideal departure conditions, that could not have any adverse effect,,, The truth of the crash may never come out lest insurance/compensation be denied for the erranepus action taken by the pilot/officals , when faced with an emergency , by changing the focus from the contracted safe passage to try saving the bridge , only ended up crashing it,
