One of the most inconsistent comic book character in history. Not just in power level, but she has at least four different origins stories and weaknesses all of which has been retconned back and forth over the years.
In her defense. When she fought Wonder Woman's rogues during her stint as WW, It was mentioned in the comics that they had been MADE EVEN MORE POWERFUL by Circe.
DC underestimates and under utilizes Donna terribly. They never seem to know what to do with her. I feel like they should keep the latest origin, have her powers come from the Titans, in order to set her more apart from Diana, and stop acting like she not a step behind Diana!
In the new rebirth era, while infected with the Batman who laughs virus, Donna Troy withstrained Superman in a fight and Superman told Batman that Donna Troy (this current iteration of the character) is powerful as Diana Prince (WW).
I have always appreciated Donna Troy - I was never sure why they didn't showcase her better. As if she needed to stay below WW and I think that hurt the character. Hate comparisons - but got to do it. If you look at classics Rogue - she was never the strongest in Marvel, but they showcased her that you didn't care. She held her own. But, they always seemed to have donna with some complex. And that's cool but make it part of the storyline and show her evolving. They even had that Kory was stronger than her - never understood that since Donna was the heavy lifter. But this is classic Comics here and Perez is great. I also enjoyed Phil Jimenez -iterations. Loved the one where all the female heroes had to fight to save the male heroes from Circe. Classic.
I like her convoluted backstory. It was very "comic booky" but also made her pretty unique. Pre-New 52 her body was identical to Wonder Woman's only it was younger and that was the reason they used to explain why she was a little weaker than WW, but still a powerhouse. Post New 52 I think her strength was nerfed along with the tighter backstory and it made her a little lamer.

You can say she’s stronger than the justice league cartoon version of wonder woman, but the version of wonder woman in the cartoon isn’t the the same wonder woman from the comics.. there’s a thing called the Multiverse in comic books. Every universe has own version of the character.
In the DC Superhero Eaglemoss collection magazine...it states that Donna's strength is comparable to the strongest heroes in DC comics, including Superman. Granted, comparable doesn't mean she's on the same level, but still close enough to rival theirs.
