Thing is, Goku can unironically do all of this in Super. But Toriyama just explained that if Goku were to let loose like this then it would mess up his direction of the series. Because think, if Goku started destroying planets and universes every fight then Toriyama would have to keep making the cosmology bigger. Which is why he nerfs the aoe by using Ki control
