I've never seen it outside of Japan, but perhaps you are right. You will need to check if the material is water wicking or not.

Cobalt oxide can be used. It is not suitable for use on glazed porcelain. What type of bisque stoneware is used? The unglazed base used in this video is fired at 800°C. The main firing is at 1250° Celsius.

I live in Japan. I don't know about cooking utensils from other countries. This fabric can absorb excess moisture and oil from food and can also be used as a It's what you strain the soup with. Are they likely to be sold in the kitchenware section of a supermarket in your country?

Regarding that fabric - I think the closest thing we have here in Canada is something called paper towels. But they are thin and do not have that sort of strength that the fabric you used has. I will have to try some experiments with different materials... Thank you for a great tutorial! this looks like a fun technique.
