Use a backup plugin to get the complete backup including database. Try to set up the site on your local system with that. And check the wp-content/plugin folder that any plugin is used for dashboard customization then rename it or you can check the function.php file inside the wp-content/theme if any extra code is used for administration lock customization option then you can comment it.
