I don't have 'menus' under appearance 🤔

I hope this still can help you, I went to Appearance, Editor, Navigation, Then click on the Edit Pencil. You will see the menu and then click on the Blue + sign to add the new page you created.

This seems to be out of date now because Wordpress seems to have updated it, under appearance all it has themes, editor and customise. If you click on editor it takes you the menu section where you can create a tab for your page in the menu bar. But what I'm having difficulty with is that, the page is not showing up on the menu bar even though I'm on the menu section its so bloody frustrating, I find Wordpress so not user friendly!

So that’s with themes that offer full site editing, or block themes. Other themes, including mine, still have Menu under appearance. I haven’t used one of those types of themes before so I’m a bit unfamiliar sorry!

I'm 7 months too late with an answer, but mine was doing the same thing. I went to Appearance -> Editor -> Navigation and deleted the pages that were still showing up. Then I clicked on the edit pencil icon next to Navigation -> Clicked on the plus button -> Clicked on the plus button in the right pane, and it allowed me to select from my pages. I selected each in order, and then I saved (2x).
