Referral culture is common among MNCs. Nothing wrong about it. If someone is saying otherwise, they are absolutely wrong. And she is absolutely right. You don't get any rewards just because apke refferal se N number of applicants aaye. It doesn't work like that. Selection and joining is absolutely important. Aur aisa nhi hai ki referral karne se paise milte hai. Depends upon the company. Many companies don't give money. Just some gifts. Kisiko demean karna aur bura bolna without proper knowledge and research is shameful.
