Hotels need to register foreigners who stay there, and in many areas it's not worth the hotel's time to setup a system or learn how to do it for the few foreigners who show up, so they get turned away. I just spent a month traveling in China - I learned to call ahead and ask if they allow foreigners. Many said no. Even when I stayed at someone's house in a somewhat rural town - I had to go to the police station with the owner of the house to get registered. It took half the police station to try to figure out how to register me in their system because I was the first foreigner they had to register in a very long time. They ended up telling me I had to walk across town to get my photo taken and to bring it back to them because they couldn't figure out how to upload my picture into their system. It took almost an hour! and then I had to come back! No wonder many hotels are like, !@#$ that! Just go away!'
