It works..I built one underground based on this informational video..I used weld wire and chain link fence..pvc pipe for the uprights and roof supports..It holds 3200 gallons of water..I used sandy soil and Portland cement mixed with latex paint as the mortar mixture..I've had decent results

How is this cheaper.? Seems like the amount of steel required would be expensive.

That would be relative to prices in your area after shipping and installation of a similar sized premade tank. Rebar isn't too expensive when you buy it in long lengths and it doesn't need to be thick either.
