Have you ever built a dashboard that you felt could be more useful with some hands-on instructions? Perhaps you've added those into the description, or into a text box connected to a few Show/Hide buttons.
A Help Overlay is much more demure. Tucked behind a single Show/Hide button, you can add as many arrows, text boxes, and other instructive elements as you like while taking up almost no space on your dashboard. This needs a third party tool to help you edit your picture (like Canva or others), but the editing is easy to do.

This looks nice but it seems like a lot of extra maintenance/effort as opposed to just putting user instructions in Tooltips. Am I missing some important advantage to this method?

Hey Wendy! You're right that the initial effort to getting the Overlay built is higher than putting details in the tooltips. But, once it's built, it should be fairly easy to maintain, given that this would be added after the dashboard is completed. I guess it would be a preferable method to having user instructions in tooltips as it draws our user's attention to the areas of attention straight away (as opposed to hovering over each area to find instructions), and it keeps your tooltips clean to just have the super important data in them. I think another option would be to have an info button with some of the crucial information in it, too, if you don't want the overlay. Hope that helps!
