Small washer is for the bottom connection..If you check it looks like a cone there. That's where the copper ring sets, sometimes old ones are stuck from the olde filter when removed.
Thank you for telling me how to depressurize the fuel tank. It may be obvious to some folks, but I am not one of them. Another video mentioned the need for this but did not explain how, so I was glad you did.
Try to find where -be careful because the threads they’re really easy to strip, especially from the hard line -what some people like to do on the threads is put Teflon tape if it’s not sealing right, but do it at your own risk it’s not recommended but that’s what some people do for last resort. Good question. Usally around 50k depending on the driving and what type of gas is put in, cheap gas will have a lot of particles, hint:don’t let your gas get to low because fuel pump well pump up the little debris left on the bottom of the tank
