What do you do if the lock won't release to open the window so you can change out the lock? It's stuck in the locked position.

If it’s stuck in the locked position you need to get a flat bar between the sash and frame to slide it down until you find a locking point and then hit the top of the bar with a hammer. That will release the lock.

This doesn’t help at all if the lock is broken in the locked position

If your lock is broken in the locked position, use a little flat bar. Slide it between the sash and frame being careful not to damage the seal start around the middle and slide the bar down slowly when you feel resistance give the bar a crack on top with a hammer to release the lock. It helps if there is another window that will open so you can see where to put the bar.
