Because the background was solid white, you could have copied the layer, then used the magic wand to select the white in the copied layer and delete it leaving just the hair on that layer which you could have then altered without affecting the white background on the lower layer.

This is very good but it's very difficult changing the from a jet black hair colour to a lighter colour, but it's easy changing a blonde to a different/darker colour

I tried this with a picture of solid black hair. Wanted to lighten it but it didn't work. It just looks like I painted over it. Is it because it's solid black? Is there anything else that can be done?

Make the hair monochrome (black and white) and then use a pallete and colour it. (basically make it monochrome then look at a tutorial on how to colour black and white images)
