Can someone please help me? I recieved a PCN for parking outside my flat, and when I try to appeal it, it says "This PCN has been cancelled." however this is my first attempt at resolving it, so i'm not sure what to believe! Is it truly cancelled? CPM do not get back to me
Why would you pay a penalty notice? You are advising people wrong. If it’s a notice you don’t need to pay. Only if it’s a fine do you need to pay. Learn your law before you advise wrong

You are the one wrong here. Advising people NOT TO PAY or ignore in UK, is ridiculous. Why? Unless living in a forest, when not paying a simple parking charge, ticket, notice or whatever parking issue, one can get CCJ and this will ruin credit score for 6 years. Thanks to reading similar stupid comments from people like you, I now have a nice CCJ. As I just ignored parking tickets and in the end I was forced to pay full CCJ cost of £1000, so I don't look too bad for credit agencies. After 1 month, you are stuck with CCJ for the next 6 years. Even when paid, it does not clear, but it has 2 statuses: "satisfied" or "not satisfied". Both statuses will be for 6 years. Solution is either live with CCJ or leave the country where you can have a clean history. Best would be to be smart enough and avoid CCJ situation all together. It does not even matter where this CCJ came from, it may be parking ticket or it may be because one intentionally decided to take a loan and not to pay it back. Both will result in exact same CCJ. It could be £300 or £30 million, does not matter, it's just CCJ messing up your history.
@akro88 you didn't read my reply. I said parking charge notice....it's not legally enforceable. Like I say a parking fine ticket is different so I'm not the stupid one. PCN is what she is talking about. You are talking about a fine
