Hello sir actually when I type the command clock rate 128000 the output is this command applies only to DCE interfaces I don’t know what is the issue ?
You need to give this command on that router interface in which the clock sign is showing. Generally, it refers to serial DCE. I guess you're trying to putting this command on serial DTE instead of DCE. In short clock rate assigns on clock symbol serial interface.
I guess you're asking about whether we can change the ip address or not... The answer is --> Yes. But it depends on some factors. Before using the dis-contiguous IP address evaluate it and make sure it is usable or not. I hope this will help you. :-)
