What Rufus does is it makes a partition for the particular file size and do not allow to add other files in the partition. Suppose you are using a 32GB flashdrive to make a bootable USB using the file which is 2MB for example. Rufus will make a partition of 2.1 MB of partition for that file only. Rest of the space will not be visible or will be on another partition. Sometimes it is nesseery to copy some files into the bootable partition. But for the insufficiency of the space you can't copy the files. With this technique, you can put files manually on any size.

I think you speak about different app. Rufus make usb bootable, place basic dos files to boot, the whole capacity of usb is available and you can transfer files to it with no problem. Every bootable usb must be fat32 formatted so capacity limit is 32gb 😄
