How To: Create an Evil Badass Robotic Emperor Voice in Audacity 

Thanks for this Tutorial. I am so using this. Not for an emperor robot thing but basically the villain. Also, I found out to make it sound more like a robot if someone wants to do that, just put on echo effect ton the track. "Delay time (seconds)" at 0.04 and "Decay Factor" at 0.7.

For noise reduction, I like to just record a few seconds of total silence at the start, then record my sounds. Then I use the "silent" portion at the start for my noise sample for the reduction, as you know, there was no important audio in that at all.

Needed this for something i'm working on, thanks so much for this, in my case the character uses a modulation that sounds similar to this one
