i hope you enjoy.
So.. yes as i mentioned i believe this is a PC problem, and it's not due to GPU, but might also be my videographic card (it has to do something with CPU)
I tried solving this problem with my friend Skyilore however it did not really help.

Also: if you dont have VIP you can use effect as a subsitutute. Do these in order: !effect (insert your water image) , !effect speed 0.01, !effect time 0.01, !effect orientation perp, !effect focalpoint center, !Effect size (whatever), !effect amount inf

for the weird millisecond of color change, you can try adding the decal to the solid blocks too, so the lighting doesnt mess it up.
