Can i design the column(12" X14")having 4 16mm bar and 4 12mm bar 6" Cc spacing and in the bar 4 bar is on the both side of higher length(14")

Its just an example to explain how to decide dia and no of bars required in a column when size and load is given. Yes surely Staddpro and ETabs software are for designing purpose and can do this as well.

Depends on the span of beam and room Sizes also the no. Of Storeys the construction is ..... the minimum size is 9 × 9 inches sq.
